Enterprise AI Platform for an Austrian Bank

Cases

Enterprise AI Platform for an Austrian Bank – Credit Decision Support, Automated Case Files, Expert Reports & Internal Knowledge Chatbot on Azure

Modern banks are under pressure to process loan applications faster, document decisions more thoroughly, and give employees immediate access to reliable internal knowledge — all without compromising compliance, auditability, or risk control. At inteliScience, we designed and implemented an enterprise AI platform on Microsoft Azure using GPT models for an Austrian banking institution to modernize core credit and operations workflows.

The platform was built to support four critical functions in a single secure ecosystem: automated case file creation, AI-assisted expert reports, creditworthiness analysis based on banking history and financial inputs, and a role-aware internal chatbot that allows bank employees to query policies, procedures, and internal knowledge in natural language.

To protect confidentiality, all identifying client details have been omitted or generalized.

Client Background

The client is an Austrian financial institution with a significant retail and SME lending operation. Loan origination, risk assessment, and internal documentation were spread across multiple systems and departments, creating bottlenecks between front office, risk teams, back office, and compliance.

Although the bank had already invested heavily in digital systems, many mission-critical workflows still depended on manual document preparation, fragmented information retrieval, and analyst-driven case interpretation. This slowed down turnaround time, increased process cost, and introduced inconsistency in how cases were prepared and justified.

Business Challenges

  • Loan officers and analysts spent too much time preparing and completing case files manually
  • Expert reports and credit memoranda varied in structure and depth depending on the employee
  • Creditworthiness checks required data gathering from multiple sources instead of a unified workflow
  • Bank history, transaction behavior, down payment, liabilities, and supporting documents were not evaluated in a sufficiently standardized way
  • Employees lacked a fast and reliable method to search across internal procedures, policies, and operational documentation
  • Repetitive internal questions consumed senior staff capacity
  • Compliance, traceability, and explainability requirements ruled out a simple “black box AI” approach

The bank needed more than a chatbot. It needed a controlled AI operating layer that could sit on top of existing banking systems and improve decision preparation, documentation quality, and knowledge access without weakening governance.

Why a Generic AI Chatbot Was Not Enough

In banking, especially in credit-related workflows, generative AI cannot simply be plugged into internal data and allowed to produce uncontrolled answers or recommendations. The solution had to combine retrieval, rules, scoring logic, traceability, approval workflows, and role-based access.

For this reason, we designed the platform as a multi-layer AI system rather than a single standalone model. GPT models were used where they add the most value — summarization, drafting, reasoning over structured evidence, and natural language interaction — while deterministic controls, policy checks, and review mechanisms remained part of the process architecture.

Solution Overview

The final platform consisted of four tightly integrated solution modules:

  • AI Case File Builder for assembling and drafting complete loan files automatically
  • Credit Decision Support Engine for structured creditworthiness assessment using historical and financial data
  • AI Expert Report Generator for producing formal first-draft assessments and recommendation reports
  • Internal Banking Knowledge Chatbot for staff access to trusted internal information through natural language

All modules were deployed on Microsoft Azure and built around a secure architecture using Azure OpenAI / GPT models, retrieval pipelines, document extraction services, access control, and full observability.

Module 1 – AI Case File Builder

The first major bottleneck in the client’s lending process was the time required to prepare complete and decision-ready case files. Advisors and analysts had to collect customer information, financial documents, collateral details, repayment assumptions, and internal notes from multiple systems before a file could even enter review.

We developed an AI Case File Builder that automatically gathers relevant data, extracts content from uploaded documents, structures it into the bank’s internal format, and prepares a first complete draft of the file.

  • Document ingestion: salary slips, bank statements, application forms, collateral files, identity documents, and supporting PDFs
  • Data extraction: relevant fields identified, normalized, and validated against expected formats
  • Case assembly: customer profile, income situation, payment history, liabilities, deposit/down payment, and risk notes compiled into a unified structure
  • Draft generation: the system prepares a structured file for analyst review rather than leaving employees with a blank template

Instead of replacing employees, the module removes the repetitive administrative work that previously consumed large parts of the underwriting process.

Module 2 – Credit Decision Support Engine

The most sensitive part of the project was the creditworthiness workflow. Here, the goal was not to let a language model make final lending decisions, but to create a decision support layer that evaluates all relevant inputs in a standardized and explainable manner.

The engine combines historical and current financial indicators into a structured assessment framework.

  • Account and transaction history with the bank
  • Income consistency and affordability indicators
  • Existing liabilities and repayment obligations
  • Down payment / equity contribution
  • Collateral-related information where applicable
  • Missing or contradictory documentation
  • Behavioral and account pattern signals relevant to internal policy

The output is not a black-box verdict. The system produces a transparent credit recommendation package consisting of:

  • A structured risk summary
  • A preliminary classification of the case
  • Key positive and negative drivers
  • Detected gaps or anomalies in the file
  • A recommended next step such as approve, escalate, request more information, or reject
  • A written explanation that can be reviewed by a human decision-maker

This made the process more consistent across teams while preserving human authority over the final decision.

Module 3 – AI-Generated Expert Reports and Credit Memoranda

Another major source of inefficiency was the preparation of written expert assessments. These reports often depended on the individual experience of the analyst and were time-consuming to produce, especially in more complex or borderline cases.

We implemented an AI Expert Report Generator that transforms structured case evidence into a high-quality first draft of the bank’s internal report format.

  • Executive summary: clear overview of the applicant and financing request
  • Financial assessment: income, liabilities, affordability, and repayment capacity analysis
  • Risk discussion: exposure, inconsistencies, concentration risks, or documentation weaknesses
  • Decision rationale: explanation aligned with internal banking logic and review standards
  • Open points: data gaps and items requiring manual clarification

The result was a major improvement in documentation speed and consistency. Analysts no longer had to draft every report from scratch; instead, they worked from a structured and reviewable first version.

Module 4 – Internal Banking Knowledge Chatbot

The bank also wanted employees across departments to have a fast way to access internal knowledge without depending on scattered folders, outdated PDFs, or waiting for answers from colleagues.

We built a secure internal AI chatbot that gives staff a conversational interface to internal banking knowledge. The assistant can answer questions about:

  • Credit process rules and approval paths
  • Internal policies and operating procedures
  • Bank products and eligibility conditions
  • Documentation standards and required forms
  • Compliance instructions and internal guidelines
  • Onboarding and back-office process questions

Crucially, the chatbot was not implemented as a generic open-ended assistant. It was built on a retrieval-based architecture connected to verified internal sources, so answers are grounded in the bank’s own content rather than invented from model memory.

In addition, responses were scoped by user permissions, ensuring that employees only receive information they are authorized to access.

Target Architecture on Microsoft Azure

The platform was deployed on Microsoft Azure to meet enterprise requirements for scalability, security, and controlled AI adoption.

  • Azure OpenAI / GPT models: natural language generation, summarization, report drafting, explanation generation, and chatbot interaction
  • Azure AI Document Intelligence: extraction of structured content from scanned and digital banking documents
  • Azure AI Search: retrieval layer for the internal knowledge chatbot, combining semantic and keyword-based search across bank documentation
  • Azure SQL / secure structured storage: persistence of normalized case data and workflow state
  • Azure Blob Storage: secure storage for uploaded files and document artifacts
  • Azure Functions / workflow services: orchestration of ingestion, scoring, enrichment, and document generation steps
  • Microsoft Entra ID: identity, role-based access control, and enterprise authentication
  • Azure Key Vault: secrets and credential management
  • Azure Monitor & logging: observability, traceability, and operational control

The architecture was designed as a modular system so that document automation, chatbot capabilities, and credit decision support could evolve independently without disrupting the bank’s core platform.

Common Banking AI Design Principles Applied in This Project

This project followed enterprise AI patterns commonly required in regulated financial environments.

  • Human-in-the-loop: final credit decisions remain under human authority
  • Evidence-based generation: reports and chatbot responses are grounded in retrieved or structured source data
  • Explainability: recommendations include reasons, drivers, anomalies, and missing-data notes
  • Policy-aware orchestration: workflow logic respects internal review paths and business rules
  • Role-based access: sensitive information is filtered based on employee permissions
  • Auditability: prompts, outputs, workflow steps, and relevant events can be logged and reviewed
  • Progressive rollout: pilot first, high-confidence use cases first, then controlled expansion

Implementation Approach

Because the project involved sensitive banking workflows, it was delivered in phases rather than as a single “big bang” deployment.

  • Phase 1 – Discovery & process mapping: identify document flows, decision points, review roles, and source systems
  • Phase 2 – Knowledge & document foundation: connect internal sources, define extraction logic, establish templates and retrieval strategy
  • Phase 3 – Credit decision support: model the scoring inputs, recommendation logic, and explanation framework
  • Phase 4 – Controlled pilot: run the system on selected case types and internal users
  • Phase 5 – Rollout & optimization: expand coverage, improve prompts, refine templates, and monitor adoption

This phased approach reduced risk and allowed the bank to validate both technical quality and governance readiness before scaling adoption.

Operational Workflow Example

A typical loan workflow after implementation looked like this:

  • Customer documents and application data enter the system
  • The platform extracts and normalizes relevant content automatically
  • Historical banking signals and financial inputs are combined into a structured risk view
  • The AI prepares the case file and a first expert memorandum draft
  • The credit decision support engine highlights strengths, weaknesses, and open questions
  • A human analyst reviews, edits, and approves or escalates the case
  • Employees can use the internal chatbot at any point to verify procedures or policy requirements

This replaced fragmented manual work with a guided process supported by AI at every high-friction step.

Security, Compliance & Governance

From the beginning, the solution was designed for a regulated banking environment. The objective was not only performance, but also control.

  • Role-based access control for internal users and sensitive content
  • Controlled access to internal knowledge sources
  • Reviewable and editable outputs instead of fully autonomous actions
  • Logging and monitoring for operational transparency
  • Prompt and template governance for consistent output quality
  • Segregation between raw source content, normalized data, and generated artifacts
  • Secure cloud deployment aligned with enterprise IT standards

The platform was intentionally built as an assistive and governed AI system, not as an uncontrolled autonomous decision engine.

In banking, the real value of AI is not just faster text generation. It is the ability to turn documents, history, policies, and human review into one controlled decision-support workflow.

Key Outcomes

The platform delivered measurable operational value across multiple parts of the bank’s lending and support processes.

  • Case preparation time reduced significantly through automated file assembly and document extraction
  • Higher consistency in expert reports thanks to structured AI-generated first drafts
  • Better standardization of credit assessments through a unified recommendation framework
  • Faster internal response times because employees could query procedures and policies directly through the chatbot
  • Reduced dependence on senior staff for repetitive internal questions
  • Improved transparency through explanation-based outputs instead of opaque recommendations
  • Better scalability without proportionally increasing manual operational workload

Strategic Impact

What started as a request for “an AI chatbot for the bank” evolved into a much more strategic result: a bank-wide AI operating layer that improved how cases are created, how risk is documented, and how internal knowledge is accessed.

By combining GPT models with structured banking workflows, document intelligence, retrieval, and governance controls on Azure, the bank gained a platform that supports faster and more consistent work — while still respecting the realities of compliance-heavy financial operations.

Use Cases for Future Expansion

After the initial rollout, the architecture created a strong foundation for additional AI use cases such as:

  • Customer service assistance for internal support teams
  • Fraud and anomaly investigation support
  • Collections and restructuring case preparation
  • KYC / onboarding document reviews
  • Compliance and audit preparation support
  • Internal training and policy navigation assistants
